'테슬라'가 스파이?…국가 안보 첩경이 된 '자율주행차'[과학을읽다]
#. 지난 5월 중국 정부는 미국의 자율주행차 '테슬라' 차량의 정부 청사 주차를 금지시켰다. 앞서 중국군은 이미 지난 3월 군부대 주변 테슬라 차량의 출입을 막기도 했다. 자율주행차에 촬영된 정보가 유출될 수 있다는 우려 때문이었다. 결국 테슬라의 일론 머스크 회장은 중국 정부의 압박에 굴복해 데이터센터를 중국 내에 설치하겠다고 발표하고 말았다
자율주행기술이 미래 국가 안보를 둘러 싼 국가간 경쟁의 '첨병'으로 떠오르고 있습니다. 자율주행차 기술은 운송ㆍ물류ㆍ환경 혁신을 위해 개발되고 있기도 하지만, 군사적 활용은 물론 사이버 보안과 스파이 행위 등의 측면에서도 중요성이 급격히 부각되고 있다는 것입니다.
이와 관련 미 전략국제문제연구소(CSIS)가 지난 6월 발표한 보고서가 관심을 끌고 있습니다. 과학기술정보통신부에 따르면, CSIS는 자율주행차기술이 미국 등 세계 각국의 국가 안보에 미치는 영향이 매우 커지고 있다며 반드시 미국이 경쟁력을 유지해야 한다는 내용의 보고서를 발표했습니다.
◇"美 기술적 리더십에 필수"
CSIS는 보고서에서 강력한 자율주행기술은 군사적 활용을 넘어 국가 안보에 필수적이라고 지적했습니다. 현재 중국과 벌어지고 있는 패권 경쟁은 전통적인 국방력 경쟁을 넘어 혁신 역량과 기술적 리더십을 누가 갖느냐를 중심으로 진행되고 있습니다. 특히 자율주행차 부문에선 중국이 미국의 기술적 리더십을 위협하고 있습니다. 이미 중국은 무인 탱크나 원격 조종 수리 공작차 등에서 미국을 앞서고 있다는 평가를 받고 있습니다. 최근 지난 5월 화성 착륙에 성공해 탐사를 진행 중인 로버 '주룽'이 미국의 화성 탐사 로버 퍼서비어런스와 비슷한 수준의 자율주행능력을 과시하고 있는 게 대표적 사례입니다.
보고서는 또 자율주행차의 사이버 보안 취약성을 지적했습니다. 자동차의 위치, 속도, 문자와 이메일, 음성 등 다양하고 민감한 정보가 언제든 해킹당할 수 있다는 것이죠. 해커가 사이버 보안에 취약한 자율주행차를 랜섬웨어를 통해 장악할 경우 막대한 피해가 발생할 수도 있습니다.
◇스파이 활용 가능성
또 다른 문제는 자율주행차가 국가간 스파이 행위에 적극적으로 활용될 수 있다는 점입니다. 보고서는 독일, 일본, 한국 등 주요 자동차 제조국들은 대부분 정치적ㆍ안보적 동기가 없어 자율주행차를 스파이 행위에 활용하지 않을 것으로 봤습니다. 그러나 중국의 경우 최근 들어 스파이 활동의 범위와 규모가 냉전 시대를 넘어설 정도로 활발해 지고 있다는 점에서 절대 간과해서는 안 될 상황입니다. 한편 중국 정부가 군 시설 또는 민감한 산업 시설, 정부 기관, 주요 인사 주거지 주변에서 테슬라의 주행을 금지한 것도 주목되는 현실입니다. 역설적으로 중국 정부가 자율주행차의 스파이 행위 가능성, 즉 이상적인 감시 플랫폼일 수 있다는 것을 정확히 인지했다는 것을 시사하기 때문입니다
현재 미국은 강력한 창업 환경, 역동적인 금융시스템, 강력한 연구 기반, 상업화에 특화된 혁신 커뮤니티 등 자율주행차 기술을 선도할 수 있는 환경을 갖춰놓고 있습니다. 반면 중국은 정부가 막대한 장기 투자를 통해 적극적으로 자율주행차 기술을 연구ㆍ개발ㆍ활용하도록 장려하고 있다는 것이 장점으로 꼽힙니다.
이에 따라 보고서는 "인공지능과 자율주행 시스템을 활용하는 역량은 국제적 경쟁의 핵심이자 반드시 정책과 규제를 통해 경쟁력을 유지해야 할 부문"이라고 지적했습니다.
